When a city would get together once every few years to bury their precious and dear Seforim, the Tzaddikim and the community would come out and escort the Sheimos to burial. It is an Eis Ratzon and a special time to daven: ‘Just as we have pity on Hashem’s precious Torah, so too He should have Rachmanus on us.’
